The main idea being tested is which UC component acts as the central call control system, coordinating signaling and routing between IP phones. The other components don’t serve that internal call-control function. A UC Gateway connects the UC system to external networks (such as the PSTN or other domains) and handles protocol conversion and media bridging, not internal call routing between IP phones. A UC Device is an endpoint itself, like an IP phone or soft client, which initiates and receives calls but relies on the server for signaling and control. A UC Router deals with network-level packet routing and QoS, rather than managing call signaling and connections.

So, the UC Server is the component responsible for the primary call routing and connections between IP phones.
